Protection of Lands Bill
Luizinho followed The Goa Daman & Diu Preservation Of Trees Act 1984 with the Goa Daman and Diu Protection of Lands Bill which sought to prevent the then rampant abuse in mining areas where the Mining Contractors of Leases dumped mining rejects on the hill slopes, choking rivers and ruining paddy fields of ordinary Goans. The campaign against mining only reached its head in 2012, with the Supreme Court taking cognizance of the petition against mining especially the pollution of the environment caused due to uncontrolled exploitation of the resources, without giving a heed to the environment regulations.
Luizinho also fought the destruction of rivers, beaches and sand dunes through sand extraction by highlighting the issue in the Goa Daman and Diu Assembly on several occasions. These issues too gained significant public attention in the post 2007 phase, when over exploitation of sand from river beds was banned in Goa.
