Our VISION

“My vision is to see that India should become a vibrant democracy where people from its different regions, prosper socially, economically and culturally by participating in development and living in harmony, by appreciating each others’ culture, language, religion and aspire to make this country a safe place for all, including minorities, scheduled castes and tribes, women and children, to live in.”
“For our motherland Goa, I wish to see that Goans whom I consider highly, should participate in governance and contribute to making this State a model state in India, by preserving and protecting our language, our identity, culture and our very ethos in terms of our values and our historical and natural heritage. I wish to see a better quality of life for people, through good roads, water, power supply, public transport and giving each society what they look forward to; to young people better chances to prepare themselves for the future with schools, colleges, variety skill based courses, playgrounds etc and a life more livable for women.”

My dream for Goa is a brighter future, with respect for tradition and the courage to change an entire and obsolete mindset. I also hope that Goa has the courage to lay blame where it belongs and recognize merit, where it is due, fairly and frankly. (from the book)

GOA POST LIBERATION HISTORY WRITTEN IN GOLD FOR TWIN ASPIRATION OF GOA

The Battle for Konkani and Statehood is divided into 15 chapters more specifically 15 dates in chronological order which I may say humbly and humility the epoch-marking milestones in the history of the movement for the twin aspirations of Goa and Goans

19-12-1961 :
Goa is liberated by the Indian Armed forces under Prime Minister Pandit Jawaharlal Nehru.
16-01-1967 :
Smt. Indira Gandhi through Constitutional Amendment gave us Opinion Poll thereby Goan voted against the merger of Goa with Maharashtra and therefore continued as Union Territory.
07-01-1980:
After my elections as a Member of the Goa Legislative Assembly I met Smt. Indira Gandhi, the then Prime Minister of India the twin demands for making Konkani an Official Language and Statehood.
20-2-1980:
Moved and passed a Resolution in Goa Pradesh Congress Committee for twin aspiration of Goans i.e Konkani as the Official Language and Statehood. Moved a Resolution for twin aspirations of Official Language and Statehood in Congress Legislature Party.
1980 :
Moved a resolution for twin aspiration of official language and Statehood in Congress Legislature Party
31-03-1982:
Moved historic resolution in the Goa Assembly for Konkani Academy and made Konkani Official Language. The Resolution was the first resolution passed unanimously in the history of Goa.
14-01-1983:
Moved another historic resolution to recommend Statehood for Goa and this resolution again was passed unanimously for the first time in the history of Goa.
19-07-1985 :
Gave Notice to the Goa Legislative Assembly to move Private Members Bill, Goa Daman & Diu Official Language Bill 1985.
29-07-1985:
The Private Members Bill, on Official Language was rejected by Mr. Pratapsing Raoji Rane’s Government and I walked out of the Legislative Assembly in protest and courted arrest which was followed by 3000 Konkani intellectuals, writers, Poets, etc. This was followed by major agitation and rallies in Goa.
10-10-1986:
Organized Public Rally at Lohia Maidan, Margao.
14-11-1986:
Organized Public Rally at Azad Maidan, Panaji.
04-02-1987:
Official Language Bill is passed thereby making Konkani the Official Language of Goa.
30-05-1987:
Shri. Rajiv Gandhi, Prime Minister of India brought Constitutional
17-09-1999:
Amendment and Goa became the 25th full-fledged State in India. To protect the employment of Goans in Goa Notification no. 21-32/90-LAB dt. 09/07/1991 was issued to make (a) 15 years of domicile and (b) working knowledge of the Official Language (Konkani) compulsory for Registration in the Employment Exchange.
17-09-1999:
Formation of a separate cadre of All India Service Officer for the state of Goa The Council of Ministers considered the note and the following decision were taken a)Goa state to come out of AGMU Cadre forthwith by withdrawing the purely temporary consent given earlier. b)It was decided to go for a separate Goa State Cadre for IAS/IPS and later for other All India Services. The department of Personnel and Administrative Reforms, Govt. of India, and other agencies should be contacted immediately for the is purpose c)till the time a separate cadre for Goa is formed, it was decided that other than Shri. Ashok Nath, Chief Secretary designate who has been selected by this Govt. from amongst the list of officers provided by the M.H.A., no other officer be posted for the moment. In case of appointment of officers of the rank of Dy. Secretary and above (wherever necessary) the home Ministry should send a list of three officers for each post along with their C.R. dossiers for making a selection by the State Government.
