After 22nd November 1989 Goa Assembly Elections, Luizinho Faleiro was re-elected unopposed from Navelim Constituency for the third term. This was the finest tribute to him by his voters and till date remained his most treasured memory. Not even immensely popular leaders such as Dr Jack de Sequeira and the charismatic first chief minister of Goa Dayanand Bandodkar were so unreservedly endorsed as MLAs by their constituencies. Luizinho’s voters saw his passion for his Constituency and the multiple works he had completed for Navelim and the welfare of its people, even though he was not yet a Minister. As Minister for Law and Judiciary, Labour and Employment and Education Luizinho Faleiro tabled several policies many of which had far reaching consequences even to this day.
